@Kijin, Thanks for the concern, but I am sure. The idea is to let the zan come alive in Bankai, while Shikai is for its buildup.
Zanpakutō Name: Tentai Kunshu (天体 君主, Celestial Monarch)
Sealed Form Description: Vimaro’s zanpakutō is a 40” sword with actual blade length of 26.5”. Its hilt is a dull grey in colour with a black rectangular guard that has circular carvings on it. Tentai Kunshu’s blade is smooth but has a metallic habaki with depictions of light rays on it. Shikai: Vimaro’s Shikai has no release ceremony, being always active as long as he’s not completely drained of his reiryoku reserves. Instead of a release command, there is an end command. By using the phrase “Stars hide your fires, let not light see my black and deep desires”, all active effects, which are readily available, cease. In its active form, Tentai Kunshu is a 190cm long bō staff with diamond grip patterns at its middle section. The staff is black and unadorned, smooth all over with no edge.
- Suteraru Kyutei (ステラル 宮廷, Stellar Court): This ability covers the immediate area and compels nightfall, filling the sky with stars. These stars absorb light from true celestial stars whose light they proceed to shine like normal stars. The user gains the ability to 'see' everything that the starlight touches, as if gaining an extra pair of eyes in the sky.
Alright if you're sure - it's rare (and an absolute pleasure) to see people create designs that will open up doors and doors worth of RP potential for missions and events, rather than just sparring.
That being said, there are a couple of points I've considered:
1. With Suteraru Kyutei I'm going to assume this ability is active and needs manually triggering, rather than Suteraru Kyutei forcing nightfall wherever your character may be. It would be worth specifying just how large an area 'immediate area' is, and confirming how your zanpakutou is released back into its default shikai state as you've given yourself the option of sealing it away with a command if you wanted to.
2. If this ability allows your character sight over everything the starlight touches, is it safe to assume that players sticking to the shadows wouldn't be seen?
3. Following on from point 3, it would be worth you describing the shortcomings of this ability as well. For example, does 'seeing' everything also allow your character any extra benefits - would an incoming attack too fast for your character's eyes to track be seen fine with Suteraru Kyutei, or does the ability only extend your character's eyesight as much as their own natural eyesight?

Let me help clarify the raised points;
1. I'd prefer it being a passive ability such that it influences the character's lifestyle. Being passive and nearly-always active, it'd mean that he's constantly losing reiryoku reserves and would thus spend most of his time trying to recover lost energy through meditation of sorts. It'd also affect his combat style as his duration in combat is gonna be reduced unless he seals the sword to battle without Shikai. The condition here is that it has to remain released more often than not to fit the 'constant release' concept. About the range part... erm... it's one of the most important reasons I discarded additional abilities so that it can comfortably cover a 2km diameter. Of course, if that is absurd, then lemme know what's fair and I'll find other means to compensate.
2. Yes. Definitely yes. It works as normal eyes do. So he can't see into shadows unless the light shines on it, nor into a building, or see inside a body, or even someone standing under an umbrella since he's sort of looking from above. He can see the umbrella, but not what's underneath it. As as long as the light touches it, that's fair game.
3. Completely joined to his natural eyesight. So if he normally wouldn't see it move even when looking directly at it, then all the starlights of heaven wouldn't suddenly granted him sharingan vision to see faster.
Interesting! One of the biggest issues I have with point 1 is it would constantly impact everybody's RP, I don't think the entire Gotei itself would cover 2km distance in all, so every division would be in darkness all the time. It would break immersion a lot - I recommend it be active all the time when it's naturally night over a distance of 300 yards (imagine three football pitches lengthways, in a square or circle around your character), but during the day you choose whether to activate it or not over the same distance? It'd fit in well with the division this way too, given we mostly operate at night anyway!
Kijin-san, the suggestion is fine and I can work with the scope during the day. Although for the night part, it'd be tricky. I mean, I'd know the exact range it covers at night, but someone else shouldn't know, right? Cause it'd blend with the night sky and make it seem like Shikai ain't active, unless said individual has prior knowledge of its range from seeing it in day time.
That would be correct yes, but there is no issue with it as the same can be said for any ability - nobody with the exception of division leadership should be acting like they have prior knowledge of your abilities unless your character has outright told them, or another character passed on the information. It would be expected that the Gotei 13 would have surveillance anyway, so individuals walking around should expect to be monitored without them strictly being away of it regardless.
