The sprawling shanty town surrounding Seireitei. It is here where most souls live in impoverished conditions. Due to the aging difference between living humans and souls, souls tend to collect on the side of Soul Society, causing enormous overpopulation issues. With no real government to guide them, Rukongai is a terribly dangerous place full of crime and abhorrent poverty.
